It is based on the "Swing-Jugend," a group of young people who secretly enjoyed jazz, especially swing, in the late 1930s when jazz was being banned in Germany, with research of the psychological effects of order/disorder on crowds through the beat element of music. The music used by large organizations such as schools and the military all use downbeats, while the opposite, upbeats, are avoided because they make people feel more free and want to dance, making them harder to control. 

Furthermore, jazz, which was mostly based on upbeat and invented by non-white, was openly mocked and displayed in traveling exhibitions called "Entartete Kunst(degenerate art)” along with other artists on the blacklist in Germany.
